baja 97cc mini

I have a Baja 97cc engine , will not start. Compression 80psi. Neon spark tester shows spark. However; grounded spark plug, no spark. With a gap type tester, no spark. Question, Is compression acceptable? Which spark test is accurate?

Neon spark tester only confirms ignition source is generating a spark when connected between the ignition source and a spark plug (recommended by tester manufacturer). A better location for the spark tester is between the spark plug threads and the engine ground. My guess is there is a greater potential for a shock to the person doing the testing.
