should intake push rod move same amount as exhaust push rod

craftsman lawn tractor model 917.203830 B&S 19hp 5yrs old runs Ok low throttle on full throttle spits & sputters , new fuel filter ,air filter , spark plug . adjusted valves . seems like when setting valve gap the exhaust push rod from TDC to BDC moved about 1/2 in. The intake push rod only moved 1/4 in did not measure just by eye intake was only moving about half amount as exhaust

Was there also a lot of clearance on that valve's rocker arm? These are known to wipe out a lobe on a camshaft once in a while. It should move more than 1/4", and both should move about the same amount.
