Murray Briggs & Stratton 500E 140 cc won't start

I changed filter.
I changed spark plug.
Emptied gas tank and put in new gas.
Checked for spark and getting spark.
Still won't start.
There is resistance with engine shutoff/brake handle released and none when gripped.
Does the engine shutoff/brake handle activate an actual shutoff switch?
But I still get spark.

Here is a link for how to clean the carb, also, I use the wire from a twist tie rather thaan a torch tip cleaner and I use brake parts cleaner rather than carb cleaner the brake parts cleaner does not leave any residue. Have a good one. Geo

Was the filter you changed the fuel filter?
If yes make sure it is full of gas.

If this is just a push mower, there's very likely no fuel filter.
At least 99% of the time it's a fuel related issue, most often the carburetor is gunked up from old fuel left in it and the ethanol in the gas.
I find it much faster and simpler to just replace the whole carb, that should cost less then about $16.00 on Ebay, most often it even comes with a new air filer, fuel lines, all the gaskets, some even come with a new spark plug.
