Do you need primer over old paint which likely has already primer in it ?

Do you need primer over old paint which likely has already primer in it ?

Is it only when you have applied joint compound that you need to use primer before painting over the j/c ?

Previously painted substrates don't generally need to be primed again. The only time primer is required is when there is raw material [like a drywall patch] stains or if the underlying paint is expected to cause adhesion issues. Sometimes a coat of primer will facilitate better coverage with the top coat.

Primer over joint compound patches also helps the finish coat look more even because the previously painted wall and unprimed joint compound can absorb the paint at different rates, which leads to flashing.

Covering oil based paint with latex does require an oil based primer first but that's generally the only time you have to prime a painted surface.
