Mysterious neon green powder on bathroom ceiling
Hi there,
Just started peeling off some flaking paint on my bathroom ceiling and noticed it's actually a thin layer of plaster flaking off, with the original coat of oil-based paint underneath. Nothing too alarming there, but under that flaking plaster, there's a coat of neon green powder on the oil-based paint. It comes off on my fingers when I touch it and I don't know what I'm dealing with. Our house was built in the '60s and the bathroom was probably renovated by the previous owners in the mid-late 2000's.
Any ideas?

I have no idea what the green powder is
Ideally you'd rough up the oil paint with sandpaper prior to apply more mud but oil base paint from that time period could be lead based! I'd chip off what is loose and then wipe it down with a liquid deglosser prior to applying joint compound.
