Is it better to texture a drywall first then prime or the other way around? I'm putting drywall in my basement.

It doesn't matter. If you prime the texture first it will dry at a more consistent rate [texture will dry faster over bare drywall than where the j/c is] You still have to prime the texture. I prefer to prime just once

It depends on how and what kind of texture you are applying. There are textures that are made from mud that can have better adhesion to bare paper. Other textures are actually a paint so you can texture and prime in one coat.
