Epoxy vs self etching primer

I'd appreciate information differences between epoxy or self etching spray primer on aluminum to be kept outdoors and when to use each one. (The metal is car parts but I doubt it matters.) All metal will be sanded to bare metal and cleaned with degreaser prior to applying primer.

Is this metal steel or aluminum? Most any solvent based primer will work ok on bare steel.

I believe it's aluminum but I'm not certain. It's an OEM roof rack on a Lexus.

The self etching primer is supposed to be best when priming bare aluminum.
