Getting bubbles applying drywall paste over paint

I'm getting some bubbles applying drywall mud over a very dry painted section of wall.
is there a way to stop this or stil it style when the mud dries?
I assume it's the paint underneath lifting

You can mix just a little more water in with your mud. Another tip would be to lightly mist the wall with a few spritz of water from a mister.

If I let it dry would a wet sanding remove the bubbles? I had added some water to this premix already to make a smooth finish.
or add a very thin topping coat tomorrow?

You will need to sand, wipe dust off, and skim coat.

Some people add a little dish soap to prevent pock marks. I will just go over the mud enough to pop them all (most). If you still have some after the mud dries you can sand the off and to a light skim coat, as Sleeper suggests.
