Painted trailer bed (plywood) with Rustoleum oil paint. After a month it is terrible. What do I need?

What condition was the plywood in before you painted it? can you further explain terrible?
Exterior oil base enamels seal the wood the best and dry to the hardest most durable finish. An oil base porch and deck enamel might have been a better choice. How many coats did you apply? how is the trailer used?

What type of plywood is this?
Is it the original factiory applied material or did you replace it?
Painting a trailer deck is not really the best option.
A non-solid wood stain or preservative would be better and easy to touch up.
The best paint to use if you were going to paint it would be an exterior porch and floor enamel designed to be on horizontal surfaces.
Rustoleum enamel paints are beter on vertical suraces.

Bought the trailer with faded black paint on it. Rustoleum paint looked OK for a short while. Unknown type of paint was faded and I believe the plywood was standard store bought. Don't know if it was exterior type. I'm gonna go to a nearby Sherwin William store and see what they have.
