Paint basement walls and floor

We have a massive basement and the walls are already painted. There is no paint peeling and not moisture issues. What kind of paint should I use for the walls. And the floor has been painted ( I think its paint and not a stain) it is chipped it a lot of spots what is the best way to get it prepped and what would you recommend for a new coating. It's about 2100 sf.

What do your walls consist of? block? poured concrete? or have they been studded out and drywalled?

The unpainted block should be primed with block fill [above grade] or drylock [below grade] The poured concrete can be either coated with a thinned down block fill/drylock or most any masonry primer. You'd top coat with 1-2 coats the latex paint of your choosing.

It's all painted already. Drylock won't do anything

Since it's already painted all you need to do is apply a coat or two of latex paint. IF there are any extra dirty spots or mildew that should be cleaned off first.

for some reason where you said the walls were already painted it didn't click with me

What about the floor? What would be the best way to get the paint or whatever it is removed

The only two ways I know to remove paint off a concrete floor is either by chemical [paint and varnish remover] or sanding. I'd be leery of the fumes in a basement so that pretty much means sanding is the only option. They rent a sander [scarifier ?] just for concrete although I've never used one.

The only thing I have been able to find around here was a floor sander that was like 6 inches wide. Would take a while to do 2000 sf haha

I don't use strippers often and I think I've only used a citrus based stripper once. IMO they aren't strong enough [too slow] They should work better on latex coatings than oil base coatings. There main selling point is it's not as caustic as traditional strippers.
