98 Crown Vic Brake Problem

98 Crown Vic Brake Problem
Hello,
98 Crown Vic. w/ABS
Replaced left front caliper & flex hose. New hose placed on new caliper, both filled with fluid.
Removed old caliper and hose at brake line and immediately attached new hose. Very little fluid lost.
When caliper installed bled brakes until no air and hard peddle. Very little air. Started motor when finished and peddle goes to floor. Bled w. motor running can’t get hard peddle unless pumped.
Followed all inst. In manual. Fluid level in Master c always full. What to do next???
Any insight is appreciated.
