Check the other bulb. If the front is blinking fast, check the rear, while it is blinking & vice versa.

I agree, fast blinking almost always indicates a burned out bulb, front or back. Not sure if the side markers can cause it also.

Those bulbs also have "high" and "low"... so check ALL parking lights (low) as well as brake/turn signals. (high)

I agree a wrong bulb could be the culprit.
Make sure no LED bulbs were used as substitutes.

The "What could this be?" question that I have is what make/year/model vehicle do you have ??

What light is not burned out?

It's a 2014 Honda CR-V. No lights are burned out. Not brake lights. Not blinkers. Not running lights. Not parking. Nothing.
And then here's the thing. It's intermittent. It did it for a while and then stopped. Then it did it again for a couple of weeks straight. And then it stopped.
Could it be that one of the bulbs is just on the VERGE of burning out? It's really strange.

I'd say it's the blinker relay. Needs replacement.

Is it blinking fast (intermittently) on the left side or right side?

The problem is on the left side.

It even changes during the middle of a turn (fast to regular or vise versa).

I would change both turn signal bulbs on the left side (front & rear).

I bet your problem will go away then.

Could be a bad ground to one of the bulbs. When you hit a bump it may make a good connection for a while.
