a) when starting the engine from cold, the engine fan shouldn't come on.
turn on the ac fan and you should see one of the two (the ac fan) come on.
b) recharge the system. If it now blows cold but blows hot again after a while of driving, recheck the pressure. If the pressure is lower than when you recharged it, find the leak via UV light and repair the leak.
c) As stated, check the fuses, replace the AC compresser and AC fan relays. you can switch them, they're the same, and see if that makes a difference then you know one is bad.
Unfortunately the compresser (and clutch and coil) going bad is a common problem for Hondas and a PITD to replace.
My old lady has an '11 CR-V and it all went out
