Parking Brake Spring

I have a 2003 Ford Explorer XLT with drum parking brake shoes. I'm trying to replace with new but the upper spring to hold the shoes in place is giving me a fit trying to get on. Does anyone know of a tool or a trick for pulling it across. I've tried everything I have and can't get the spring any closer than a 1/4" from the hole on the other shoe. Thanks in advance for any thoughts

Handle part of pliers type has a lip that will go over the post and spring will slide down and go over the post.
