Peeling Paint

I have some damage on two walls and ceiling in my finished basement. I plan on painting the walls but wanted to get some advice on how to repair these spots.

In the top pic is it paint that has peeled or has the joint compound or texture peeled off down to the bare drywall?
Normally the only reasons for paint to peel on interior walls is moisture underneath or when paint is applied over a contaminate. Once you are convinced the cause is rectified the fix is fairly simple - fill the peeled area with joint compound, sand when dry, texture if needed then prime and paint. Normally only the repaired areas need primer.

i had a similar issues and it was caused from years of old pipes resting against the drywall after winter it would begin to peel, took me 4 years to figure out what the heck was happening, not to mention a few coats of paints, once I replaced the pipes it solved my humidity issues.
