Can't find replacement chrome bumper. Can I just hammer out the dents, use body filler, and paint over it?

A chrome bumper can be painted but the qualities that make the surface resistant to rusting will not allow the paint to bond like it would on bare metal.
If you prepare it properly paint will stick but even the lightest contact will peel it off.

You can but have to grind away all the chrome to get to base metal so primers stick!

If I were doing, I would grind then sand blast!

As noted above paint doesn't adhere well to chrome in decent shape. The only time I've had success painting chrome is when it had degraded to the point of rusting. In those cases sanding the rust off will usually allow the paint to adhere long term. I doubt bondo would adhere any better unless you ground thru the plating.
