How to cut hole between floors?

I need to put a 2" vent pipe from the basement to the roof going through 2 floors and then a 3" pipe at roof level.
If the wall is not a supporting wall, can I just cut a hole in the top and bottom plates between floors?
If it's a supporting wall, how would you do this?

Supporting wall or not, boring a hole in a top or bottom plate between the studs is not going to hurt anything.
2" PVC is 2-3/8" on the OD so use a 2-9/16" Bit.
I do it with a self boring bit and a right angle Milwaulkee 1/2 drill.

Is it because it's a 4" wide support or just one hole won't make a difference.

Only place the top plate is under load is where it sits over a stud, the rest supports nothing but the sheathing and drywall.
