Water spraying out of drain screw on shutoff valve

Water spraying out of drain screw on shutoff valve

We have an outdoor shower in our new house, and I was trying to shut off the water and drain the pipes. I turned off 2 shutoff valves in basement (one for hot and one for cold). I then went outside and turned on shower. No water came out. I went down to basement and opened the little drain plugs on each shutoff valve. The cold dripped a little bit and stopped. The hot was spraying out under pressure. How would it possibly still have pressure in it if valve is shut off, and there is no water running in shower with shower valve open?

Valve is backwards and drain is on the pressure side!
