How to tell if 1 inch polethylene pipe is under pressure?

I bought this house a while back...So my houses water is supplied by a gravity fed spring.. Its maybe an 1/8 of a mile up on the ridge.. 1000 gallon holding tank and they ran 1 inch polyethylene pipe under ground down to the house.. It runs in threw my filtration system... Its an old house and I live out in the sticks.. No municipal water supply... There are a few springs on the property and I have found old poly lines running threw the woods from different springs that are now abandoned.. Theres a crick that runs out back and from the Oregon rains it has eroded and a line has been exposed and is now catching debri and such.. I would like to cut it out.. My question is there any way to find out if its a charged line( full of water) without cutting it first? Or should I just get the hose clamps and coupler and have someone at the shutoff up top and cut it?

Yeah I would just cut it... have enough pipe that if water comes out you can fold it over on itself and put a big visegrips on it.
