Are these drain tile clean outs?

Are these drain tile clean outs?

I'm moving into a new home. It has a basement with no sump pump. I have these two cleanout points, 3" PVC screw caps. They're next to each, off center, right on the floor near the street-side wall of the basement. There is also a big 4" main sewer drain going down with a cleanout on it, well away from these two little clean outs.

What might these two little clean outs be for? Could the drain tile perhaps drain directly into the storm drain or sewer, and these are the cleanouts for it?

Ground water or your gutters NEVER drain into the sanitary sewer lines. They are either cleanouts or potential places for a future bathroom.

Why aren't you asking the seller or the builder? They would know, we can only guess.
