PEX paint removal

91% rubbing alcohol removes this paint easily, however. Is it safe to use rubbing alcohol on pex, or will it cause it damage it in any way?

Rubbing alcohol doesn't really have any effect on dried paint. I suspect a rag along with soap and water will work just as well on that overspray. IMO it doesn't hurt anything to leave it as is.

Since that is rough plumbing that will be concealed I wouldn't even bother removing the over spray. It's like removing the overs pray from the OSB on the wall and floor.
