bathroom sink cold water faucet

The hot water faucet works but the cold water faucet does not. No water comes out when turned on.

Welcome. This is a new problem, meaning it worked yesterday and now it doesn't? And nobody has done any work in the basement or wherever that might have involved closing a valve? Assuming so, the first thing I would do is check to see if the water is getting to the faucet. Under the sink, inside the vanity, there should be two valves, the one on the left should be for hot water, the one on the right should be for cold water, and there should be a line from each of those valves that go up to the faucet. Good so far? Then I would lay lay a bath towel under the cold water valve and slowly loosen the nut that holds the line to the valve. You don't want to remove the nut, just loosen it so you can see if water is getting that far, and depending on the type of line, you may have to lift up on the line itself a bit, but should have a spray of water there. If not, there is a supply problem, whether a closed valve someplace, corroded lines, or whatever. If you are getting water there then you have a problem with the faucet itself, in which case you can shut off both of those valves and repair or replace the faucet.
