I have no water in my kitchen replaced the faucet and still no water. Water everywhere else in the house help going crazy

Is this an old/new problem? Does your problem apply to both the cold/hot water lines? Are you located where the water pipes could freeze?

I have a silcock (not frost proof) in the rear of my home. Water is shut off from inside. The outside faucet is drained. Here is the catch. While the outside silcock is left with the handle turned open there is no water dripping. Dry as can be. If I close the handle and reopen I get some water coming out. I can literally keep opening and closing the outside and I get a small amount of water. If I leave it completely open nothing comes out. It will be completely dry. What am I missing here.
