Silicone on Plastic Ball Joint at water return

Had to have the vinyl liner of my above ground pool replaced 3 years ago - when the installers put everything back together, some genius used some type of silicone adhesive or possibly caulk on the threads of the ball joint on my water return. Now the ball joint needs to be replaced and I can't get it to move at all. I'm afraid I'll damage the wall of the pool if I go at it too aggressively. Anybody have any ideas?

There are several different returns used so that it would be difficult to offer precise help.
A picture would help but they may be tough underwater.

If you have two returns can you post a picture of it removed from the pool ?
