Hot tub jet pumps will not come on

Hot tub jet pumps will not come on
Hello,
I recently got a 2002 Caldera Tahitian Utopia hot tub off an acquaintance. I replaced both Jet pumps (both Single Speed, 230V) and the heater and the Jet Pumps will not come on when turned on from the control panel. They are brand new Jet Pumps. Both myself and a hot tub repairman have verified there is power going to the motors when turned on via multimeter, but nothing. We verified this at both the control panel and the back of the motors. I have verified there is no airlock as well. The control panel has 3 wires for the motors/pumps, Black, White, and Green wires. . He eventually gave up on it. They are not tripping the GFCI breakers. They act like they are not getting any power, even though there is power to them I am looking for suggestions as everything else is working in the hot tub.

Welcome to the forums.
If you supply a 230v motor with 230-240v...... it either runs or it doesn't. Nothing mysterious.
Have you actually confirmed 240v on the terminals..... not 120v from each terminal to ground ?

There is ~120 volt going to the black lead, and there is ~120 volt going to the white lead. I am assuming that adds up to be 240V. Not sure how else to measure it with a 3 wire system. Only way I could measure it. Red probe of multimeter on the white lead + Black Probe on the Ground wire = ~120 and then Red Probe on the Black Lead + Black Probe on the Ground = ~120. Am I doing something wrong? Both of these Motors are brand new.

There is ~120 volt going to the black lead, and there is ~120 volt going to the white lead.
There must be 240v between the white and black wires.
You're missing one of the hot legs of the 240v.

Are you saying I need to read the White and Black at the same time to get 240V? If so, that comes up like 8 volts or so, basically nothing.
Thoughts?

Yes.... that is correct.
Since you have one leg open...... you are reading next to 0v but be very careful testing. Disconnect the motor. Check both wires for power. You should now see 120v on one wire and nearly 0 on the other.
