Victorian Tower Pulling from Building

I have a square tower that is slowly pull away from the main building over the past 50 years. The previous owner tried to use some sort of turnbuckle and strapped it to the rafters inside the building which did no good. My question is how do you attach a square tower with just an X brace in the middle to the main building? I can take specific pictures if that would help anyone with some advice. (No i didnt do the bad roofing, etc. Just bought the place and am fixing what the previous owners did wrong)

Ya a had 2 companies check the foundation. They said there is no true physical connection the building, just attached by studs, and with being in Iowa and the wind strength, it needs to be properly attached to the building. It use to be the front of the building once, then that small addition was attached in the front of it.
