Help re-attaching downspout drain to exterior

Recently, the metal band that held my downspout extension in place broke. The downspout is now hanging off the side of my house. I made the mistake of trying to fix it the lazy route using caulk (no comments please). Anyhow, I want to fix this correctly but not sure how and really where to start. It doesn't look like a simple fix but hoping I can get some guidance on the easiest and best way to fix it. Thanks in advance!

Downspout Strap

I would remove the old strap, patch the wall, and add a new strap above or below the location of the old strap.

Did the strap itself break or did it pull loose from the wall?

The strap itself broke. Question for Wirepuller38 - what tools would I need to attach a new strap?

A new strap, screws and a masonry drill bit.
