Gutter brackets vs drip edge

On aluminum gutters, should the bracket be under the drip edge forcing it out OR should the drip edge be cut creating a 'flap' over the bracket. My current roof has it both ways in the same gutter run.

Can't say one is right or wrong, but cutting it was probably done out of necessity... depending how high the gutter needs to be and how long the flashing is... it's possible that the cuts were made where the flashing could no longer be bent high enough... or if screws were used, it couldn't be bent high enough to get the impact driver on the screws. I would say that ideally you would not cut it, but sometimes you do what you have do do.
