Question Stepped Chimney Counterflashing

I made and installed this counter flashing a few years ago. I intentionally cut the horizontals a little short so that when it came time to re-shingle the roof a properly mortared in flashing would be above the caulking and require much less cleanup. I expressly contracted to have the same look flashing installed with the exception that it be grouted in but the onsite installer was adamant a grouted in counter flashing would have to be in sections similar to the step flashing underneath. I'm sure I've seen it done both ways I was just under the impression to do it in one piece would simply require a few measuring skills. Please advise if I'm overlooking a more logical reason.

The installer also made sure to placate me by saying the current counter flashing looks excellently accomplished and is much more visually appealing than the sectioned stepped he would be installing. His recommendation was to just replace the step flashing, which I agreed to as I didn't want stepped counter.
