gutter on angled fascia
I have a low pitched roof with rafter ends cut at 90 degrees so fascia boards are not plumb. The roof itself is asphalt shingles with an aluminum drip edge. It seems logical that on a plumb fascia I would tuck the inside edge of the gutter under the drip edge, but if I do that with the angled fascia the gutter will be at an angle. Is it OK to attach the gutter and wedges in front of the drip edge? Please see my drawing below.

No, your gutter always goes behind the drip edge. You will just have your wedges behind there too.

If I put the wedges and gutter behind the drip edge either I have to bend out the drip edge or the top of the gutter won't be level front to back and water will overshoot it. See the drawing.

Bend your flashing out as needed. Your gutter should probably go as high as you can get it on the high end (assuming one end is high and the other is low). The lowest part of the gutter should still be under the flashing by about 1/2", if possible.
