Easiest way to carpet painted concrete stairs?

Old house, thin concrete stairs to basement where laundry is.

What is the easiest way to put carpet for grip on the stairs? Do I have to remove the paint or is there some adhesive I can use that will go over the paint? What type of adhesive should I use?

Welcome to the forums! It will highly depend on the type of paint used on the stair treads. Once you determine the viability of the surface, you can install individual tread toppers like these Ottomanson Softy Collection Brown 9 in. x 26 in. Rubber Back Stair Tread (Set of 7)-SST530018-9X26 - The Home Depot. They can be attached using gripping tape or more permanently with an adhesive, such as PL8x

Generally adhesives will adhere to paint, the main thing is making sure the paint is well adhered to the substrate.

If the paint is well-adhered, just use multi-purpose carpet adhesive and glue carpet over it.
