Wall to wall carpet with lots of waves in it

Is there any way to fix a wall to wall carpet that has begun show waves or wrinkles in several area? My son is just moving into a new (used) home and the previous owners did not take good care of a lot surface stuff like the rugs. This area is in the upstairs hall section. Needless to say he can't afford to buy new rugs at this point, but I was wondering if there might be a cheap and easy fix.

Someone suggested wetting the rugs and that will shrink it. But I doubt that sounds right. He and his wife do plan on cleaning the rugs after they're settled in.

If it's down with tackless strips it will need to be stretched (kicked).

And I would assume re-cut on the sides as it meets the walls.

Supposing the rug was cut say at the half way point in the hall and re cut and stretched and seamed in the middle. But how is carpeting butted against each other?

Carpet is sealed together with heat tape or at least it was. I would pull up from nail strips and kick to one end.
