Plywood Subfloor has rise in it

Plywood Subfloor has rise in it

So I am planning on installing 5" wide hardwood. I ripped up the carpet and notice a high spot running across the room. It appears the joist is the problem. The issue is the rise is about 1/2" high I think. Everything I read says I need to address this and not just install over it. That being said looking for the easiest way to remove the plywood and then plane the joist. My first thought was to take a circular saw and set the depth to 3/4" and then try to pull the pieces up.

What's under the floor, basement, crawl space?
Whenever possible it's best to look under the floor for a possible cause.
A simple brick string pulled tight across the room is an easy way to check just how bad the whole floor is.
High area happen to be in the middle of the room?

Unfinished basement below. I think the cause is right where there are two joists nailed together. Looks like one may be higher than the other.
