Waterproof vinyl planks

I understand that this would not be a perfect thing to do but...I have worn out indoor/outdoor carpeting glued down very securely to my 600 sq. ft. basement cement floor and I was wondering that if I put cement board down over the indoor/outdoor carpeting if I could lay the vinyl planks over the cement boarding without mold/mildew growing between the carpet and boarding?

You already know that this is a bad choice!

if you have worn out carpet how is covering it up going to solve a long term moisture/mold problem?

I would never put anything on top of carpet. You need to remove the carpet before installing anything.

Sounds like you just need to rent a flooring stripper, like this.

In case you need more opinions saying the same thing, remove the carpet.

You already have a solid cement floor under the carpet. Renting the stripper suggested by X will be the easiest way to remove the existing floor. Once down to concrete, you have many options for a waterproof vinyl click lock system.
