American Standard Flush Valve Problem

I think this toilet is about 20 years old. This has a pivoting flush valve which hangs open frequently and it looks like the plastic flush valve is breaking down and staining the tank and bowl black . The staining could be the old fill valve too. I have replace the flush valve seal with a natural color , adjusted the trip lever and counter weighted pivot flush valve with pennies to get a better flush. It still hangs open and stains. The fill valve pivot looks worn to me and it looks like the tank must be removed to replace it. Is there an easier and better fix such as just replace the flush valve with a flapper type and still get a good flush?

At 20 years old, I'd say replace it with something more efficient - I just installed a 1.28 gallon per flush American Standard last month.
