Help fixing a leaky batroom faucet

I am trying to fix a leaky cold water faucet and am having no luck in getting to washers. I have attached pictures of the underside of the faucet and of the spigot. Can someone tell me what I should be turning to get to the washers. Nothing is giving way.

Update: Help fixing a leaky faucet.

The problem I was having was that there was a plastic nut that was welded to the body of the faucet, thereby not letting me get to the stem pipe to hold grip and undo the cartridge. Didn't want to screw anything but finally gave up a chipped away at the nut until I was able to get the bottom of the faucet off and then I had to chip some more to get the nut off. I am uploading a picture of what I have now. Wondering what I should do now in terms of treating the oxidized pipe and threading? I brushed crud away with a brass brush so far. Is there anything else I should put on before I replace the nut, obviously with a new one?
