Ball valve/stem assembly stuck in Delta Faucet

We are supposed to remove the Ball valve/stem assembly from a Delta Faucet in order to repair the faucet. The ball valve/stem assembly is STUCK. Any suggestions on how to remove it? Thanks.

It appears the metal piece directly underneath the plastic circular part of the ball valve assembly has flats. Try placing a spanner on these flats and turning CCW.
You can also scan the internet for delta faucets that match yours and then using the model number, look for installation instructions. Good luck.
