Leaking bath and shower faucets - how to fix?

Leaking bath and shower faucets - how to fix?
I have the same faucets in my bath and shower and some of them are leaking. They appear to be all the same.
I took the handle off - easy enough. Then there is a brass nut. I tried to take this off, but could feel the pipe twisting underneath it, so didn't go crazy. Of course, there wasn't enough torque applied to take the nut off and therefore I'm stuck as to what to do next.
As near as I can tell, these came with the house, which was built in 1994; I'm the fourth owner.
Pics of the bath faucets shown below, the shower ones are the same.

Unscrew the escutcheon. There is a nut under there also. The whole body is turning because the installer did not tighten it enough or you need to hold back with a channel locks... But holding back you will be on the threads to get the escutcheon back on so do it carefully...

"escutcheon"? Is that the stainless steel doo-hickey that I didn't try to take off?
ETA: Ok, then what? There are no markings on these things that I can see. Do I take them apart, take the O rings parts to the HD/Lowes/hardware store and they'll have replacement? Do you think these things have standard parts or proprietary?
