Can washer be replaced in this type of bathroom sink fauced?
The hot water faucet (on the left) is leaking and the cut-off valve under the sink doesn't completely shut off the hot water.
How can the part I circled in red be removed? It seems stuck. Do I just force it out with pliers? Also, does it have rubber washers that I can simply replace?

After removing the large locknut.... that cartridge should just pull straight out. You can use pliers to grip it but make sure you have the replacement as the pliers will ruin the old one.
That's called a cartridge and is changed as one piece. It's not serviceable.

Thank you, all. Sorry for this late reply. I actually followed all your advices. I fixed the shut-valve first -- I simply unscrewed the lug nut (, put fresh plumber's tape) and put it back on. Somehow it worked shutting off the water completely. So it bought me some time to shop for a new faucet (and prepare myself psychologically for the job) instead of letting hot water drip overnight.
I bought a new faucet and kept the lifetime warranty cardboard and receipt in case it happens again.
I installed the new faucet and all's well.
I am enjoying the new faucet so much that now I want to replace the one in our other bathroom with a better one...

Get a parts diagram now for it and keep it with the documentation for future use.
