Replacing toilet - damaged flange

I am replacing a toilet as part of a remodel. The closet bolts were too short for the new toilet. I couldn't easily get them out because the tile was cut close to the flange. I unscrewed the screws to remove the top part of the flange to get out the old bolts and put in new ones. Part of the lower flange was damaged.

Not being a plumber, I want to do whatever is easiest to get the job done and not have issues. Can I use a flange repair kit? If so, is it better to get the whole ring or 1/4 ring type?

I believe the repair using the full ring replaces the top piece (left side of my photo). Does something go between the ring and the bottom part of the flange? Silicone or plumber's putty or something?

No. Since I didn't get any replies, I replaced the top ring with a metal flange repair ring. The screw holes didn't line up with the bottom flange screw holes so I drilled new ones. I installed the toilet and it seems to be working fine. Ideally, the bottom flange would have been replaced, but I think that would have required ripping open a ceiling.
