How to access this sink plumbing

It's very confusing. If I want to change the faucet, supply line, or drain line, valve, how do I do it? I know how to cut out the caulk, but what do I do next? Because right now I can't even turn off the valve.

I think the pedestal base should be removable as the sink should be mounted to the wall with the base only there to cover the plumbing. I think it you can get the base out, you will probably see some bolts holding the sink to the wall. There are probably hangers on the wall that help support the sink itself. So remove the base, unbolt the sink and then lift it off the hangers.

It is possible that the sink and base is all one unit which would mean that you should look for the base to secured to the floor with bolts or caulk.
