Toilet valve dripping slowly
1st picture: Valve was completed shut off, but water was dripping slowly.
2nd picture (close up): Supply line was connected and valve was shut off half way.
How should I replace this valve?

You have to shut the water off to house. Drain water line so the water is below the valve level. Valve is soldered on so you will need a torch to heat valve and remove old valve. Clean pipe of old solder. with sand paper. You can replace valve with a shark bite or another soldered on valve. Get a 1/4 turn shut off valve.
