Bathtub drain foundation fill question

I am doing a bathroom remodel. After pulling up the tub there is a rectangle cut out where the drain goes into the concrete foundation. The cut out is filled with a black substance around the drain pipes. Almost like a asphalt. Its rigid, but can chipped away much easier than concrete. I had to get some of it out to reposition the drain. Thinking I would replace it with the same substance rather than concrete. Any idea what it is? Should I replace with concrete or this substance?

I live in Florida if that helps with the building requirements.
