Leaky bathroom sink

Leaky bathroom sink

So I have a leak in my sink. I turned off the valve and I was expecting to simply pop off a decorative cap on the handle to get to thwork cartridge inside. But there is no cap or seam whatsoever. I also looked front and back and all over for a tiny hole for an Allen wrench or something to go into - nothing. It all looks solid. Am I missing something? How else should I go about this? Also, the bump at the top of the handle is not a cap. Itís solid, I thoroughly checked.

Try holding the handle firmly and turning the bottom bell/housing counter clockwise.
The housing should turn independently of the handle lever.
