5/8 in between old toilet flange and new title
The old toilet flange and new title floor has a 5/8 in difference. The old toilet flange has some cement in it from the new floor which is about 1 in thick. Should I try and clean out the old flange by using small drill bit or some other means. Or can I just add a new toilet flange on top of the old flange.
PS: I can not delete any old pictures to add a new one. How can I delete them or make them a lot smaller.

You are limited to 10 gig of photos. You cannot delete old ones because it causes problems in those threads when your photos disappear.
You need to remove any mortar or thinset that has gotten into the drain. You don't want it causing a clog.

You will need to remove it just the same. You need to be able to slide the toilet mounting bolts in those slots.
