Sticking Plastic toilet fill ballcock

i replaced an old toilet metal ballcock assembly with the newer style plastic setup (float slides on a tube) to release and shut off water to the toilet tank) I had to pull the toilet to fix the floor and the wax seal and during the wait time, apparently something dried out and is causing this float to stick when it goes down as the toilet flushes, It starts moving up again when it wants to, but i figure It should be cleaned and lubricated with something made to keep things freed up in an under water situation? Any Clues out there?

What do you mean by "ballcock"? Is this the water supply shutoff on the wall where you connect the toilet's water supply hose? Is it the fill valve, the valve inside the tank that fills the tank after each flush?

Sounds like the fill valve. Just replace it. They are under $10.

It is the fill valve.
