Old sheet vinyl flooring - asbestos

I have been reading about old vinyl flooring that contained asbestos in the paper backing. From reading I know that it was banned in the late 70s but the old stock was allowed to be sold into the 80s.

My question is: Did the companies making the vinyl just remove the asbestos from the paper backing or did they come up with a different type of backing?

I'm trying to figure out if paper backing automatically means the vinyl flooring has asbestos.

Ok. Thanks Sam. I guess the only way to really tell is to have it tested.
