Vinyl peel and stick over ceramic tile?

I figured this question has been asked, but I searched the forum and didn't see anything. I'm wondering if I can upgrade my bathroom floor by just putting down peel and stick tile over the existing ceramic floor, or do the ceramic tiles have to be removed first?

Tile is generally not flat enough to do that, no. The voids would cause it to fail in short order. Even sooner if water gets under it.

While this will not work, it is also a downgrade.

It is possible. You would need to take out the grout and fill the gaps level with a cementious floor fill and make sure it is perfectly smooth. So, see it can be done, but probably not worth it. You are talking a lot of work for something that COULD fail anyway. What is wrong with the ceramic?
