Carpet tile over bad floor

In my building the floor is bad in spots. The previous owner put sticky tile over a "repaired" floor. My question is do I need to remove this sticky tile before I put down my carpet tiles I got from a RadioShack building? Their carpet tiles come up easy and had some type of green adhesive underneath. Just dont want to have an issue if I ever want to remove everything to the concrete.

It depends on what the "bad spots" are? Most carpet squares like a level floor and aren't the best at following bumps in the floor.

Its commercial grade made by a company called Interface. They themselves had cables ran underneath it at the shack. I'll fill holes as best I can and attempt to level the area thats real bad.
