Asbestos?
Is this asbestos or just a fiber for plaster?
It looks like black dog hair.
Could it be horse hair used for plastering?

It is probably just hair but, the rule for anything suspected of containing asbestos is that it DOES contain asbestos until PROVEN otherwise by laboratory testing. So never assume anything contains asbestos.

The long strands are Horse Hair which was quite common as a reinforcement . . . . but that doesn't rule out asbestos being in the white plaster cake.
Still, there's no reason for asbestos to be in the wall plaster.
